Bhu-Aadhaar, GIS Maps to Drive India’s Next Phase of Land Record Modernisation

DILRMP 3.0 aims to create a unified, transparent and paperless digital land-record ecosystem.

The government is set to unveil operational guidelines for the Digital India Land Records Modernisation Programme (DILRMP) 3.0, marking the next phase of India’s efforts to modernise land administration. The five-year programme will run from 2026 to 2031, with a proposed outlay of ₹565.50 crore. The Department of Land Resources under the Ministry of Rural Development is expected to release the guidelines on September 10. The initiative aims to build dynamic, real-time land-record systems by integrating land titles, mutations, cadastral maps and land-use information. A key feature will be a GIS-enabled “Land Stack”, designed to bring different land-related datasets into a unified and interoperable digital framework. The programme is also expected to promote Bhu-Aadhaar, GIS mapping and paperless registration, making property records more transparent and accessible. The modernisation drive could help reduce record discrepancies, improve ease of property transactions and strengthen citizen access to reliable land information.
