Merchant Shipping Bill to Rename DG Shipping, Overhaul Maritime Governance 

The proposed Merchant Shipping Bill aims to modernise India’s maritime regulatory framework by renaming the Director General of Shipping to Director General of Maritime Administration, better aligning with its expanded role in overseeing maritime affairs, excluding commercial port operations. The Bill seeks to repeal the Merchant Shipping Act of 1958 and introduce key reforms, including the establishment of a regulatory body for vessel and port facility security. It also proposes a digitised compliance system to enhance ease of doing business and boost investor confidence. A National Shipping Board will be reconstituted with 6 Members of Parliament and up to 16 other members, including equal representation for ship owners and seafarers, with at least four women members. The Bill ensures MPs do not hold an office of profit under Article 102(1)(a). A Seafarer’s Welfare Board will also be formed to advise on policies for maritime workforce welfare.
