Grant-in-aid to boost maritime infrastructure and domestic shipbuilding capacity by 2030

Government Nears Finalisation of Guidelines for Capital Support to Greenfield Shipbuilding Clusters.                                                                                                                                                                                     

The government is finalising guidelines for capital support to greenfield shipbuilding clusters under the ₹19,989-crore Shipbuilding Development Scheme (SbDS). Clusters with a combined output capacity of at least 1.2 million Gross Tonnage (GT) per annum will be eligible for grant-in-aid to develop common shipbuilding infrastructure such as dry docks, basins, utilities, and breakwaters. Managed by Special Purpose Vehicles (SPVs) in partnership with state governments and port authorities, these clusters must achieve full operational capacity by 2030–31. Preference will be given to coastal states offering land, policy, and co-funding support. The National Shipbuilding Mission (NSbM) will oversee funding, released on a milestone basis. Shipyards must maintain government-funded assets for at least ten years and cannot repurpose them without approval. The move aims to strengthen India’s maritime ecosystem, attract private investment, and position the nation as a global shipbuilding hub.
