Maharashtra Forms Panel to Review Flood Lines, TDR Relief for Stalled Redevelopment

The Maharashtra government has constituted a 12-member committee to re-survey river flood lines across the state, including Pune and Pimpri Chinchwad, to address redevelopment hurdles faced by properties located within demarcated flood zones. The panel will also examine whether amendments to the Unified Development Control and Promotion Regulations (UDCPR) are needed to allow the use of Transfer of Development Rights (TDR) for structures built before the irrigation department’s 2009 flood line demarcation. The issue, raised in the Assembly by BJP MLA Shankar Jagtap, affects hundreds of housing societies, particularly in Pimpri Chinchwad, where redevelopment has stalled despite buildings being legally constructed decades ago. Chief Minister Devendra Fadnavis said the re-survey would bring regulatory clarity. While residents welcomed the move, activists urged caution, warning that additional TDR in flood-prone areas could heighten risks amid climate change, and called for rehabilitation-based solutions instead.
