India Plans Second Ship Registry in GIFT City to Boost Local Shipping Tonnage

The Indian government is planning to establish a second ship registry at GIFT City, Gujarat, to increase local shipping capacity and attract vessels currently registered under foreign “flags of convenience’. Enabled by the Merchant Shipping Act, 2025, the move aims to position India as a competitive maritime hub globally while simplifying ownership norms. The new registry will target deep-sea international trade, while the existing one continues to manage coastal and domestic vessels. It will also permit Non-Resident Indians (NRIs), Overseas Citizens of India (OCIs), and joint ventures to own and register ships under the Indian flag. Ships acquired via the bareboat charter-cum-demise (BBCD) model will now be eligible for registration before final payment, promoting flexible financing options. Inspired by Norway’s and Denmark’s dual registry systems, the initiative seeks to position GIFT City as a centre for maritime finance and ship-leasing, offering world-class facilities and increasing India’s share in global shipping.
