The National Highways Authority of India (NHAI) has limited the number of highway projects an engineer from a consultancy firm can oversee to a maximum of 10.
This move, outlined in a policy circular dated June 10, 2025, aims to enhance project quality and supervision. NHAI stated that engineers handling too many projects compromise effective field monitoring and breach contractual obligations. To address this, the cap will apply to both construction and maintenance projects and take effect 60 days from the circular's issue, allowing firms time to adjust. Additionally, designated engineers must now visit each assigned project site monthly and include their observations in the monthly progress reports. NHAI emphasized that all highway projects must be supervised by consultancy firms’ key personnel at the site and closely monitored by the assigned designated engineer to ensure compliance with qualitative and quantitative benchmarks as per contract terms.
