AP Govt Amends Kakinada Port Pact to Enable Captive Port for AMNS Steel Plant
The Andhra Pradesh government has amended the concession agreement of Kakinada Gateway Port Ltd (KGPL) to allow a captive port at Donivani Lakshmipuram (DL Puram) for Arcelor Mittal Nippon Steel India Ltd (AMNS). The modification removes the restriction on developing a "captive" port within 16 km of KGPL's boundary, enabling AMNS to proceed with its 17.8 MTPA integrated steel plant at Rajayapeta in Anakapalli district. The plant, set to be built in two phases (7.3 MTPA and 10.5 MTPA), requires a dedicated port facility. The original KGPL concession barred the state from approving any new ports—commercial or captive—within the restricted zone. This amendment reflects the state’s shift to accommodate major industrial investments. The move mirrors a previous waiver under the Jagan Mohan Reddy regime that allowed Aurobindo Realty to acquire stakes in both KGPL and Kakinada Seaports, bypassing another restrictive clause related to proximity.
