Only 2.5% Domestic Rooftop Solar Users Liable for Grid Support Charge: MSEDCL.
The Maharashtra State Electricity Distribution Company Ltd (MSEDCL) has clarified that the grid support charge (GSC) applies to only a very small section of electricity consumers in the state. The charge is levied exclusively on rooftop solar users with a sanctioned load above 10 kilowatts, impacting just 2.5% of domestic rooftop solar consumers. According to MSEDCL, Maharashtra has about 3.17 crore electricity consumers, of which only 44,246—around 0.14%—fall under the GSC ambit. Among domestic users, just 16,410 consumers are liable, while only 2% of industrial and 0.55% of commercial consumers will pay the charge. The GSC has been implemented in line with the tariff order issued on March 25, 2026, by the Maharashtra Electricity Regulatory Commission. The surcharge came into effect after Maharashtra crossed 5,000 MW of rooftop solar capacity earlier this year, a threshold revised upward from the earlier 2,000 MW benchmark approved in 2019.
