Commerce Department move aims to protect domestic solar manufacturing from unfair pricing.

US Imposes Preliminary Antidumping Duties on Solar Imports from India, Indonesia, and Laos.

The US Commerce Department has announced preliminary antidumping duties on solar cells and panels imported from India, Indonesia and Laos, citing evidence that producers in these countries dumped products into the US market at unfairly low prices. The proposed dumping margins stand at 123.04% for India, 35.17% for Indonesia and 22.46% for Laos. Together, these three countries accounted for nearly $4.5 billion—around two-thirds—of US solar imports last year. The decision aligns with petitions filed by the Alliance for American Solar Manufacturing and Trade, whose members include First Solar, Hanwha’s solar unit, Talon PV and Mission Solar. The alliance said the ruling confirms that cheap imports have undercut American-made solar products and distorted competition. The Commerce Department is expected to issue final antidumping decisions for India and Indonesia around July 13, and for Laos around September 9, following earlier countervailing duties announced in February.
