Government mulls selective exemptions, rules out blanket deferment of ALMM norms.
Delayed Solar Projects May Get Limited Relief Before June 1 Sourcing Deadline.
India may offer limited relief to delayed solar power projects ahead of the June 1 deadline for mandatory domestic sourcing of photovoltaic cells, but a broad deferment of the rules is unlikely. According to officials familiar with the matter, extensions may be considered only for projects impacted by transmission network constraints or where modules have already been installed but commissioning was delayed. Under the norms, developers must use solar cells from manufacturers listed under ALMM List-II, with May 31 as the commissioning cut-off date. While some developers, particularly in the commercial and industrial segment, have flagged concerns over capacity constraints and rising costs, the government maintains that domestic supply is adequate. As of April, over 30 GW of solar cell capacity across 17 plants is listed under List-II. Industry body Indian Solar Manufacturers Association (ISMA) estimates total domestic cell capacity could reach 103 GW by December, backed by cumulative investments exceeding ₹50,000 crore.
