Govt Extends ALMM Framework to Solar Ingots & Wafers From June 1, 2028.

The Government of India has extended the Approved List of Models and Manufacturers (ALMM) framework to include solar ingots and wafers, effective June 1, 2028, marking a major push to strengthen domestic solar manufacturing. Under the new rules, only projects using wafers sourced from ALMM-listed manufacturers will be eligible, including net-metering and open-access projects. The Ministry of New and Renewable Energy (MNRE) stated that the ALMM List-III for wafers will be notified once at least three domestic manufacturers with a combined capacity of 15 GW are operational. Union Minister Pralhad Joshi said the move will boost local production, reduce import dependence, and improve supply chain resilience. Key provisions mandate ALMM-compliant wafers for future bids under the Electricity Act and require wafer manufacturers to have equivalent ingot capacity. The policy aligns with Atmanirbhar Bharat and India’s goal of 500 GW non-fossil capacity by 2030, reinforcing quality and self-sufficiency across the solar value chain.
