ALMM Mandate for Solar Cells to Take Effect One Month After List Publication: MNRE
To strengthen domestic solar manufacturing and ensure energy security, the Ministry of New & Renewable Energy (MNRE) has mandated that only solar PV cells listed under the Approved List of Models and Manufacturers (ALMM) be used, effective one month after the ALMM list’s publication. This rule applies to all projects, including government tenders, and aims to provide clarity for developers during bidding. The ALMM framework, first launched in 2019 for solar modules, now extends to solar cells as well. Projects commissioned after June 1, 2026, must comply with the mandatory use of ALMM-listed cells and modules. The move supports India’s growing solar ambitions by ensuring quality, consumer protection, and self-reliance. It also aligns with the rapid scale-up in manufacturing capacity — currently 91 GW for modules and 27 GW for cells. This policy adjustment is expected to accelerate domestic solar cell production and ease compliance for developers.
