New law aims to modernise Hyderabad’s governance with climate, safety and inclusion reforms.

Telangana Unveils Draft CURE Bill to Replace Outdated GHMC Act.

The Telangana government has released the draft Core Urban Region (Integrated Governance) Bill, 2026, also known as the CURE Bill, proposing to replace the nearly 70-year-old Greater Hyderabad Municipal Corporation Act, 1955. The government said the existing law is no longer suitable for Hyderabad, which has expanded from about 15 lakh residents to nearly 1.3 crore, creating complex governance and service delivery challenges. The draft Bill seeks public feedback from citizens, RWAs and stakeholders until July 24 through official municipal portals. While retaining key provisions of the old Act, it introduces a unified governance framework with decentralised municipal corporations. Major proposals include a Climate Action Framework, mandatory EV charging and greywater reuse, a Gender Inclusion Cell, a Disaster Management Authority, and a Traffic Management and Road Safety Authority. The Bill also strengthens fire safety audits and proposes a Food Safety and Nutrition Committee, aiming for sustainable, inclusive and resilient urban development.
