Mumbai Mandates Expert Scrutiny for High-Rise Foundations.

New Safety Benchmark: Independent Geotechnical Reviews to Bolster Mumbai’s Skyline

In a pioneering move for an Asian municipal body, the Brihanmumbai Municipal Corporation (BMC) has introduced a mandatory independent scrutiny system for the foundations of high-rise buildings. Buildings exceeding 180 meters must now secure clearance from the High-Rise Committee (HRC) to ensure construction practices meet rigorous safety standards. Previously, foundation and excavation reviews were primarily managed by developer-appointed structural engineers. However, rising concerns over structural failures and the risks posed by deep excavations in densely populated areas have necessitated this change. A panel of senior geotechnical experts from academia and industry will now provide an essential layer of oversight. This initiative evaluates soil and rock reports, shoring systems, and excavation safeguards to protect surrounding infrastructure. By mandating this independent expert review, the BMC aims to mitigate risks associated with Mumbai’s rapid vertical growth and set a new standard for urban safety.
